I have the honour to acknowledge the receipt

of your Despatch No. 342 of the 13th. November, 1913, on the subject of the draft Bill relating to Asiatic Emigration.

The Bill has been carefully considered and amended, and in view of the large number of changes made since its first introduction two years ago, I considered it advisable to withdraw the Bill before the Legislative Council and begin de novo.

With reference to paragraph 3(a) of your Despatch I have inserted a new Section 23 in Part III of the draft Bill as follows:-

"It shall be lawful for the Governor-in-Council to

exempt from all or any of the provisions of this part of this Ordinance such, or such class or party of, assisted emigrants and upon such conditions and for such period as may be in the opinion of the Governor-in-Council

desirable".

This new section will in my opinion exempt from the restrictions imposed by the Bill such assisted emigration to the Straits Settlements, as may be desirable in view of prospective legisla- -tion by that Government. This exemption will not affect the protection afforded by the Bill to the large volume of emigration destined for other countries, where no such satisfactory system
